How To Join
Becoming a member of the National Purchasing Cooperative (National BuyBoard® or BuyBoard®) requires only a few simple steps — and membership is free!
If you are a governmental entity outside the state of Texas, please follow the steps below to join BuyBoard.
If you have any questions about the process or agreement, please reach out to us at membership@buyboard.com or call 800-695-2919. We will guide you through the process, which includes executing the National Purchasing Cooperative Interlocal Participation Agreement on behalf of your entity to become a BuyBoard member.

- Counties
- Municipalities
- Public Universities
- School Districts
- Towns
- Villages
- Other Local Government Agencies
If action by your entity’s governing body is required prior to joining, follow your policy/procedure before agreeing and submitting the Interlocal Participation Agreement to establish your membership.
Joining is Free and Easy!
- Download the Interlocal Participation Agreement for the BuyBoard National Purchasing Cooperative.
- Receive your entity's approvals as required by your governing body.
- Submit the completed and signed Interlocal Participation Agreement (IPA) to membership@buyboard.com.
- Once the IPA is signed by each party's duly authorized representative, the new member is eligible to start purchasing through BuyBoard contracts.
DO NOT COMPLETE the Interlocal Participation Agreement if you are a:
- Nonprofit: Complete the Nonprofit Subscriber Agreement instead.
- Texas governmental entity: Complete The Local Government Purchasing Cooperative Interlocal Participation Agreement.
- Vendor: Register to receive proposal notifications. Vendors must be awarded a contract to sell through the BuyBoard. Registration is only the first step.
